Congratulations to Northwestern High School Senior Joy Kruse, the 2019 Clark County recipient of the Franklin B. Walter All-Scholastic Award. Ms. Kruse was one of 84 of Ohio's top students recognized on Thursday, April 11, 2019, by the Ohio Educational Service Center Association (OESCA) during the 30th Annual Franklin B. Walter All-Scholastic Awards Program, held at the Hilton Polaris-Columbus.

The event was sponsored, in part, by North Point ESC and Liberty Mutual Insurance. The awards program, named in honor of Ohio’s 31st State Superintendent of Public Instruction, Franklin B. Walter, was established in 1989 by OESCA to promote and recognize outstanding student leaders for their academic achievement and service to their schools and communities. One senior from each county in Ohio was eligible to receive this annual honor.

Eligible applicants must be a high school senior enrolled in a public school within an ESC’s service region. Recipients were required to demonstrate outstanding academic achievement as indicated by high school grades, college entrance exam scores, and school activities and awards.

Approximately 400 students, parents and educators attended the event. Governor Mike DeWine delivered the keynote address and the Honorable Andrew Brenner, Ohio Senate, District 19 delivered the invocation.


On March 12,  Dr. Cindy Knapp-Baird and Dale Steinlage were recognized by the Southwest Region of the Ohio School Boards Association at its Spring Awards Program held at the Warren County Career Center.

On March 12, Dr. Cindy Knapp-Baird and Dale Steinlage were recognized by the Southwest Region of the Ohio School Boards Association at its Spring Awards Program held at the Warren County Career Center. Dr. Knapp Baird and Mr. Steinlage were recognized for 10 and 15 years of service respectively. The CCESC Board also received the Gold Award for effective school boards for the third year in a row.

Welcome to the Clark County Educational Service Center's Web Page. The Clark County ESC provides support services to the six local and one city school district in Clark County. Together these districts enroll over 26,000 students.

Services provided by the Clark ESC include special education program development and supervision, financial planning and analysis for districts, psychologists and other related service providers, multi-handicapped and preschool classes, drug free program coordination, OSHA and asbestos regulation compliance assistance and an attendance officer.

Our Instructional Services department provides curriculum development and supervision, a media library and professional development. The professional development program provides in service training for over 3,000 teacher attendees each year. The department also provides direct assistance to individual building administrators and staff for school improvement programs.

We also serve as a clearinghouse for all teacher and administrative applicants for our local school districts.
